David Low is Director, Legal (Smart Nation Group) at the Ministry of Digital Development and Information, where he provides legal advice on issues relating to technology, media, and telecommunications law, and in particular on Singapore’s Smart Nation and digital government initiatives. He also serves as one of the Vice-Chairpersons of the Singapore Legal Service’s Technology Law Cluster, a community of public sector lawyers developing expertise in technology law so as to help the Singapore Government address its fast-evolving technology needs and chart Singapore’s digital future.
Prior to taking up his current role, David spent 16 years in the Attorney-General’s Chambers (AGC), serving various stints in AGC’s Criminal Justice, State Prosecution, International Affairs, and Civil Divisions, where his work spanned a wide range of domestic and international law issues, and included representing the Singapore Government in domestic and international litigation, as well as at bilateral and multilateral negotiations at various international fora.
